    For everyone saying the factory isn't in America, it actually IS American, believe it or not. The movie goes to great lengths to try and make the location ambiguous (nonsense monetary symbols, ambiguous coins, a German shoot location but everyone speaking English) but the television coverage of the Golden Ticket search we see Charlie watching always references "here in America." And in the book, he finds a "dollar" in the gutter. So signs point heavily to Wonka's being an American company.

      Hey matpat I got a question I'm watching willy Wonka right now and it just came on but something caught my eye: remember that contract the kids had to sign before they entered into the factory and how the text gets smaller and smaller the further down you read? Isn't that an OSHA violation in itself and that super tight room they all get trapped in?

                      Hey Matpat! Ik you claim it is American but every story is a part of the british treasure Roald Dahl's life. There are no records of Dahl going to America. This story is based on his time working in a BRITISH sweet shop. And in the British copy (Original Copy) it states the British pound and pence.

                                  The filming took place in 1970 so yes they could've known or made the rules because of the movie so to make a movie it does take a while so those laws may not of been in effect for the film even tho it was released in the year the osha laws went in effect

                                      I think the open air exposure of the chocolate is, as gross as it is, legal. I worked at Frito lay and there is just a river of chips from start to finish, totally open to the entire factory. I mean, I really thought that wouldn't be allowed. But apparently it is.

                                              Maybe Wonka knew that the factory might be in trouble, but there’s another way to look at the whole contest and still factor OSHA into it. Wonka was considering retiring and passing on the factory to somebody else, but didn’t actually want to dump all the OSHA stuff on them, so he came up with a plan. Remember that when the contest was going on, it resulted in what the movie calls “Wonkamania,” which means it was the only thing the whole world was thinking about with millions of people buying Wonka bars at once, which probably could have made several times the total amount to both pay $1.86 million in fines and make the alterations that the factory needed to keep running. Wonka knew this would happen, so the contest could easily could have been secretly a way to avoid all the legal and financial drama.
